Decree No. 4/2023/ND-CP dated February 13th, 2023 of the Government on providing amendments to Decrees on business conditions and administrative procedures within jurisdiction of the Ministry of Labour, War Invalids and Social Affairs of Vietnam

This Decree amends, supplements to Decree No. 49/2018/ND-CP (which has been amended at Decree No. 140/2018/ND-CP ) and Decree No. 44/2016/ND-CP relating to authority to, application, procedures for issuance of the certificate of eligibility for vocational education and training accreditation, the vocational education and training accreditor card and the occupational safety inspector certificate.

Accordingly, the authority to issue, re-issue and revoke the certificate of eligibility for vocational education and training accreditation shall be transferred from the Minister of Labour - Invalids and Social Affairs to the Director General of the Directorate of Vocational Education and Training.

The following applications, procedures may be submitted online (instead of direct submission)

- The application for issuance, re-issuance of the certificate of eligibility for vocational education and training accreditation may be submitted online through the National public service portal or the public service portal of the Ministry of Labour, War Invalids and Social Affairs;

- The application for issuance, re-issuance of the vocational education and training accreditor card may be submitted online through the National public service portal or the public service portal of the Ministry of Labour, War Invalids and Social Affairs.

- The application for issuance, re-issuance of the occupational safety inspector certificate may be submitted online through the National public service portal or the public service portals of Ministries that are competent to issue the inspector certificate.

In addition, procedures for declaration to local Departments of Labour - Invalids and Social Affairs regarding the use of machinery, equipment or supplies subject to strict occupational safety requirements may be carried online at the National public service portal or relevant provincial public service portals

This Decree comes into force from the date on which it is signed.
