The Department of Livestock Production notes that according to the amendments at point a clause 9 Article 1 of Decree No. 46/2022/ND-CP, from July 13th, 2022, upon importation of animal feed at point b clause 2 Article 18 of Decree No. 13/2020/ND-CP , the importers have to submit the certificate of conformity for carrying out customs clearance procedure instead of submission of the "Notification of state inspection of quality of imported feeds" as previously.
However, now the National single-window system has yet to meet the demand of transfer of electronic the certificate of conformity from the issuing authority to customs authority. Accordingly, customs authorities shall option to receive the certificate of conformity according to a suitable form with regard to imported animal feed shipments.
Animal feeds specified in point b clause 2 Article 18 of Decree No. 13/2020/ND-CP are animal feeds other than traditional feeds and complete feeds. Upon the importation, it is required to have the certificate of conformity based on result of conformity assessment of designated conformity certification body.
