From July 1st, 2023: Statutory pay rate shall be increased to 1.8 million VND/month

Resolution No. 69/2022/QH15 dated November 11st, 2022 of the National Assembly on state budget estimates in 2023

This Resolution is to approve the state budget estimates for 2023. Accordingly, the total state budget revenue is 1,620,744 billion VND; the total state budget spending is 2,076,244 billion VND; the total loan of state budget is 648,213 billion VND. Details are provided at Appendices No. I, II, III, and IV attached hereto).

Notably, Article 3 of this Resolution allows raising statutory pay rate from July 1st, 2023 of officials, public officials, and public employees to 1.8 million VND/month; increasing pension and social insurance allowance by 12.5% for beneficiaries of state budget allowance.

In addition, from January 1st, 2023 professional allowance of preventive and center-based healthcare workers shall be also increased.

Theo Nghị định số 38/2019/NĐ-CP, mức lương cơ sở hiện hành là 1.490.000 đ/tháng, áp dụng từ 1/7/2019. Mức lương này được dùng làm căn cứ để:
a) Tính mức lương trong các bảng lương, mức phụ cấp và thực hiện các chế độ khác theo quy định của pháp luật đối với cán bộ, công viên chức;
b) Tính mức hoạt động phí, sinh hoạt phí theo quy định của pháp luật;
c) Tính các khoản trích và các chế độ được hưởng theo mức lương cơ sở.
Nếu lương cơ sở tăng lên 1,8 triệu/tháng, mức trần đóng BHXH (20 tháng lương cở sở sẽ là 36 triệu/tháng (hiện hành là 29.8 tr/tháng). Phụ cấp thai sản cũng sẽ tăng từ 2,98 triệu lên 3,6 triệu
