According to opinions of the Ministry of Natural Resources and Environment at Official letter No. 731/BTNMT-TCMT dated March 16th, 2012, in case imported goods are determined carded cotton, classified at the stage of preliminary processing of the initial cotton material into a type of raw cotton (lower quality) to enable it to be used directly as an input material in the production chain of yarn, it is not scrap as prescribed by the Law on Environmental Protection.
