This Circular is to promulgate the List of goods for which labels may be displayed on electronic media.
Accordingly, there are 27 groups of goods for which labels may be displayed on electronic media, including: plastic products, paper, stationery, musical instruments, furniture, handicrafts, home appliances, gold and silver, bicycle, vehicle parts, construction materials, food packaging, etc.
Mandatory contents (information) to be displayed on electronic media of each type of goods are specified in the attached Annex.
The electronic labeling must ensure these requirements:
(i) The link to electronic media must be clearly shown on goods label, such as: code, barcode, QR code, on electronic visual display of goods that have a visual display, or via other common electronic media;
(ii) Sufficient means, equipment and/or instructions for customers to access the electronic information of goods label on the spot must be provided
(iii) Information shown on electronic labels must match information shown on physical labels and must not cause readers, observers, listeners to misunderstand the nature of the goods.
This Circular takes effect from February 15th, 2023.
