One of the noticeable amendments of this Circular is the regulation on exemption from first-time inspection with regard to new motor vehicles (with an interval between the year of production and the year of application for Inspection Certificates that is less than 2 years), applicable to motor vehicles manufactured and assembled domestically and imported motor vehicles.
With regard to motor vehicles eligible for exemption from first-time inspection, vehicle users are not required to bring their vehicles to inspection authorities. Inspection authorities shall, based on documents provided by vehicle users that are inspected, issue Inspection Certificates and Inspection Seals.
In addition, frequency of inspection of some vehicles is prolonged in comparison with the earlier one. To be specific, with regard to cars not providing transport services, manufactured for under 7 years, the frequency of first inspection shall be prolonged from 30 months to 36 months and the frequency of periodical inspection shall be prolonged from 18 months to 24 months.
With regard to passenger automobiles with more than 9 seats, manufactured for under 5 years, the frequency of first inspection shall be prolonged from 18 months to 24 months and the frequency of periodical inspection shall be prolonged from 06 months to 12 months.
This Circular also amends many regulations pertaining to inspection dossier, inspection procedures; details of inspection, methods of inspection, and defects of motor vehicles in inspection (Appendix II); details of inspection upon preparation of vehicle dossiers, examination of motor vehicles (Appendix III).
This Circular takes effect from March 22nd, 2023.
