Official letter No. 2248/BXD-HDXD dated June 21st, 2022 of the Ministry of Construction regarding reply to issues in relation to implementation of the Law on Construction amended, supplemented in 2020 and instructional documents.

Now, cases where construction investment projects are only required to formulate construction investment economic-technical reports are regulated at clause 3 Article 52 of the Law on Construction No. 50/2014/QH13 (which has been amended, supplemented at clause 10 Article 1 of Law No. 62/2020/QH14) and clause 3 Article 5 of Decree No. 15/2021/ND-CP .

Contents of construction investment economic-technical reports, including construction drawing designs, construction cost estimates, technical designs (if any) and other contents are regulated at Articles 55 of Law No. 50/2014/QH13 .

The investment decision-makers shall be responsible for organizing the appraisal of the construction investment economic-technical reports according to Article 56 of Law No. 50/2014/QH13 (which has been amended, supplemented according to clause 13 Article 1 of Law No. 62/2020/QH14), including the appraisal of adjustments to the construction investment economic-technical reports.
