Decree No. 05/2023/ND-CP dated February 15th, 2023 of the Government on amendments to Decree No. 56/2011/ND-CP dated July 4, 2011 of the Government on job-based preferential allowance for officials and public employees in public health facilities

This Decree adds clause 7 to Article 3 of Decree No. 56/2011/ND-CP to regulate cases where health workers are entitled to the allowance rate of 100% on salary rate, current salary grade.

Particularly, health workers shall be entitled to the allowance rate of 100% if they regularly and directly work in preventive medicine (including border medical quarantine); do medical professionals at health stations of communes, wards and townships, regional polyclinics, maternity wards, medical centers of districts, urban districts, towns, provincial cities, and cities affiliated to central-affiliated cities and hospitals of districts, urban districts, towns, provincial cities, and cities affiliated to central-affiliated cities.

However, the regulation on the allowance rate of 100% at this clause 7 only applies to from January 1, 2022 to the end of December 31, 2023:

During the period of application of the allowance rate of 100% according to this clause 7, public employees who work in border medical quarantine and preventive medicine shall not be entitled to the allowance rates of 60%

and 40% according to the regulations at point c clause 2 and clause 4 Article 3 of Decree No. 56/2011/ND-CP

This Decree comes into force as of the date of signing.
